Mailbox Installation Policy

Resolution No. 13-49

WHEREAS, it is a municipal function for the City of Ham Lake to plow snow from municipal streets and roadways; and

WHEREAS, the annual accumulation of snow and its attendant propulsion by plow blades frequently results in damage to mailboxes, supporting fixtures, and vegetation;

NOW THEREFORE, BE IT RESOLVED, that the following policies are hereby established by the City Council of the City of Ham Lake:

It is the policy of the City of Ham Lake to treat damage done to mailboxes, supporting fixtures, and vegetation (including deposits of foreign matter) located alongside of municipal roadways, occasioned by snowplowing and removal, as an ordinary and necessary maintenance item for the Ham Lake residents.  The responsibility to replace and repair damaged items shall be that of the homeowner unless the Street Superintendent determines that the City was negligent.  Also, the City recommends the attached installation method to minimize damage.

Placement

Because of varying road and curb conditions, the Postal Service recommends that you contact your local postmaster for approval of the location of your mailbox before you put it up.

Put a roadside mailbox where a carrier can safely reach inside without leaving the truck.  That means positioning it about 41" to 45" off the ground and back 6" to 8" from the curb.  In the absence of a raised curb, contact your local postmaster for guidance.

If you live in the city and are attaching the box to your house, make sure it can be accessed easily from your sidewalk, steps, or porch.  Because city carriers often shoulder heavy bags, put your mailbox about 4' from the ground.  That way, your carrier won't have to stretch or bend to reach it.  And remember to keep the path to your mailbox clear in inclement weather.
