Administration/Clerk Department

As provided by the City Code, the City Administrator serves as the Chief Administrative Officer, overseeing all City operations and activities as directed by the City Council. This position is appointed by the City Council and includes the Office of the City Clerk, which includes all statutory duties, as modified by the City Charter and by ordinance. Primary responsibilities include directing the administration of City affairs; supervising all City staff; enforcing laws, ordinances, and resolutions as adopted by the governing body; ensuring that services are delivered in a cost-effective, efficient, and high-quality manner; overseeing the preparation of the annual City Budget and Capital Improvement Plan for Council adoption; and keeping the Council fully advised as to the financial condition and needs of the organization.

The Administration Department, as the Office of the City Clerk, ensures the integrity of municipal governance through the ethical and impartial administration, maintenance and preservation of the electoral, legislative and recordkeeping processes.

The core services provided by the office of the City Clerk include:

  • Provides the City Council with staff support
  • Prepares agendas, minutes, ordinances, and resolutions for the City Council
  • Maintains municipal records as mandated by State Statutes
  • Certifies, distributes, and publishes (when necessary) all resolutions and ordinances
  • Serves as Data Compliance Official/Responsible Authority; receiving and responding to all requests for information and issues regarding access to public documents
  • Oversees local elections and the processing of candidacy filings and campaign finance reporting
